The rubber tips protect the metal tips and keep the poles from bouncing on pavement and other hard surfaces.

Purpose was to stabilize my walking gait because of increasing age. Included was a collar for use in snow. Not included was the tip allowing the cane to be used in the city. I then ordered the rubber cane tips so I could use the cane. I must say they are comfortable, compact and useful. I don't know how else you could describe something that was necessary to be able to utilize something else.
