I think it would be great as a top layer on a brisk day, but I already have a fleece jacket that serves that purpose.

Waist fits well, as long as elastic will last. Length for a large size is about 32" and is ok for me. Tall people with very long legs won't like this. Extremely warm. Highly recommend.
