They are sewn down on mine, but my girlfriends can flip up. They only have a few stiches holding them down, I'm sure you can snip them and lift them up.

No, the fleece is stitched down on each side at the front and at the heel. I was disappointed at first to discover this but they are so warm I really haven't noticed. In WY you couldn't do this but I don't use my furnace to heat the house. Only a personal heater in the bedroom. The rest of the home including my den varies from 44 to 55 depending on the outside temperature. It is 55 now and I have been at the computer with the slippers on for over an hour and my feet are toasty.

No, the fluffy white part is loosely but solidly sewn down. If you cut the sewing (which i imagine wouldn't be too hard), you probably could fold the fluffy part up.

No, not by design. I think they are stiched down - which you might be able to unstich, but I don't think they're meant to flip up.

The fuzzy white part might actually be the fuzzy brown part, or some other color depending on the color of the slipper. The sheepskin is folded down to form a "collar". Yes; it can be flipped up over the ankles and that feels great on cold drafty days.

They do, but they don't stay up on their own. You could add a small velcro strap to the ends of the cuff tabs and snug them to your ankle that way. Just an idea...
