I wish this was in my size, but it is for large men. This jacket is not for hiking or running -- it is for heavy weather sailing conditions when the air has as much water as the lake or ocean you are sailing in. So, yes, the pockets are on the inside, not outside.
Foul weather gear (which is what we call this) is also useful if you need to work outside in heavy rain -- getting garden produce in when it's raining, fixing your car in an emergency. It's generally worn over another jacket/sweater etc. And yes, foul weather gear does usually have a PVC chemical oder . . . . when a squall comes, and we need to get the sails down -- we aren't thinking about such niceties -- and generally it's not something worn day in day out except for fishermen working on trawlers.
I don't know the brand, but it's likely serviceable. Keep one in the boot of your car.
