“Rides High on the Back”

“This back pack rests high on the back and appears to be made for a child or a midget. There is no way to adjust it to sit lower and the waist band ends up around your stomach. Instructions might help but there are none. As well, instructions or a description might help in identifying what the features are for. Example: there is some sort of rain fly or hood sewn into a pocket on the bottom. I assume I have to rip it out to use it. I have no idea what it is for or if I should tear the stitching out to use it.”
