I bought this to replace a very old PI Elite that's too long for me. Wore it, over an ultralight merino base and a loose-fitting polyester jersey (both short-sleeved), up an 8 mile 2% rail-trail; 35 minutes steady going on my 30 lb trail bike, temperature about 45F. With cuffs open and front about 1/4 zipped I was comfortable but the jacket lining got damp. On the next 14 miles of flats I zipped it to about 3/4. Drifting and softpedaling back down the 8-mi grade is where I always get chilled, but no problem this time with cuffs and zipper closed up. It doesn't breathe and scarcely ventilates but should be comfortable with a long-sleeve base layer below 45-50F unless you're working hard. Seems well made and based on the wind-blocking I expect it to be sufficiently water resistant for any snow or cold rain I expect to ride into, but I want breathability so I'm trying a Niagara. I'm what used to be average size, 182 cm and 70 kg and the fit is roomy in size M, but I'm sticking with M for the sleeve length and neck, which fit me well.
