The material is more like a "jegging" type material with a cheap looking wash. They are VERY low rise and pinch in all the wrong places. As previously stated, they run small. I am 5'8" and 130 lbs, I usually wear a 27, but ordered a 28. I tried them on and immediately sent them back. Bummer

I am a size 8 tall in most clothing lines so I ordered the 29. There was no way these things were going to zip. They did work perfectly for a friend who is tall and a 4/6.

Answer The size refers to the waist size you would wear.

Answer I don't know the answer for certain but judging by the fit, I'm guessing the measurement where the jeans are likely to hit. I go up one size for Chip & Peppers and these were a still a little snug but not to the point that I would return them. Good luck!
