In typical wet winter weather (40-50 degrees) they can wear the jackets over long sleeves. When it gets colder (30-40), they will layer it over a Columbia fleece with long sleeves. So for this climate, the jackets are perfect as a windbreaker, waterproof shell. Plus they are very pretty and my girls liked the way they looked. (They HATE "puffy" coats!)
