“Seems both warm and rainproof but it is too bulky to be a jacket for bicycling. Motorbikes, or scooters, perhaps? The collar is thicker than a turtleneck and lets lots of wind down and inside the jacket. Overall too bulky as well. Not sure what this was meant for.”
