Answer The calf circumference for these boots is 14" i do not believe they will stretch to 15" comfortably.

Question “Is the height of 16" measured with the top of the boot folded down or up? I would like to know the height of the upper from the back of the heel to the top with the shaft completely extended (ie not folded over).|Thanks”

Answer From the top of the heel to top of the boot folded down it is 14" and with the top unfolded it is 18" on a size 8.5.
