I got this jacket for working outdoors in Barrow, Alaska in the winter. It worked well in -30F with 10-20 knot winds. I wore a light jacket and polypro layer underneath, and a balaclava and hat. I brought an extra outer shell for wind, but didn't need it. I also sewed a fox ruff around the hood to keep the cold air out. Worked perfect and packs down incredibly small. I bet it wouldn't work well if you got it wet because down loses it's insulative properties when wet.
