I understand the previous comment stating that you are not getting much pack, however i don't understand the poor rating. This pack is exactly what it says it is, a light sil-nylon sack with minimal padding and some compression cord.
I do ultralight backpacking, and I use this pack for trips up to 6 or 7 days, and it has performed beautifully for me. I actually removed the little padding that was included and used my sleeping pad as the frame/padding. With a bivy and a sleeping bag, all i really have left if food and a stove. If you have a base pack weight below 6 lbs, this pack is perfect. If not, it would still make a great day pack for lighter loads.
My only complaint is that there is no external storage pockets, but again, i knew that while purchasing. It is a great lightweight pack for those that are weight conscious and not extremely harsh on their gear.

Even at the great price through STP this pack is not worth the expense. Paying for not having features seems a bit odd. Best use would be light but bulky loads such as spare clothing.
Answer
The distance from the straps to the bottom of the pack is 18". To the general area where the belt would be differs where each person wears it on their waist, but would be about 16-17" from the top of the straps.
