My local sports, outdoor, and cycling shops just don't carry any cycling tights under $100. I got 2 pairs of the Canari from Sierra for less than that. An excellent value.
I haven't been caught in a soaking downpour yet so can't comment on wet weather comfort, and live in a moderate climate so don't know about warmth in freezing temps, but I have been covered in mud on some wet MTB trails and they came out fine in the wash.
I dinged one star since the waistband tie tends to slip into the pant if I'm not careful when pulling them on, even with a few knots in them. Would be nice if they built in a way to prevent this (if possible).

The saddle(horse) does cause pilling on the inner calf area of the tights after a while, but this is pretty rough usage for any tights. I also cycle through heavy brush and the tights hold up well.
