I have a small cup size but at the same time am probably a little broader across the back and chest than the average woman so I can sometimes have fit issues with shirts.But in my mind no excuse for the exact same shirt to fit so differently. But that explains why it is on a closeout site.
I did really like the material and workmanship on the shirt.I have not washed it yet but I believe as long as I wash in cold and air dry like I do most of my 'dress' shirts,I should be fine on shrinkage and wear.I will use this shirt for casual wear until something happens then it will become a work shirt ( I work on a farm)

But this shirt was too much for even me. It's a bit tight around the chest, but still gapes at the armpits. I liked it enough to keep it and I hope I'll be able to take a few tucks in it so it will fit better.
