It isn't a matter of size, but of a super narrow shoulder and tight cap sleeve. When I had it half zipped up I realized I could never get it all the way zipped because already I couldn't move my arms, even though it would have fit in the bust. If you have kind of a flat top and narrow shoulders it might work, and the quality is fine. Has a lining but even the outer part is substantial enough, yet not heavy. Very disappointed.
