Answer This does not appear to be gore tex, and I dont think it has the same warmth as Gore tex, but it does keep the wetness out and is a good barrier against wind too.

Answer You need to refer to the Youth sizing and from there you can adjust accordingly to get the correct size. In other words, whatever size your 8 year old boy wears, compare it to the youth sizing and get something compareable, if there is a size that matches up closely.
