Since shepherds have hvy coat go with XL. These stretch a bit but don't want too snug unless using dog in water retrieves. Then snug cuts drag. 74 is light for shepherd so I'm guessing a pup 12 mo or so. If that guess is right she'll grow into it if loose. FYI this product is really a thin hunting vest & cut pretty much same. It has some adjust by overlapping the Velcro. Come XXL in some brands.

My male German short haired pointer is 80lbs an the xl vest fits him good. The neck is alittle loose. I also bought a large for my female that I tried on him an it fit but its shorter from head to tail. So I think the large is what you want. My female is 63 lbs.

XL would probably work best for you.
