The inner shorts are very fitted, and then tethered to the outer skirt by a few strings on each side. The skirt, in comparison, is rather loose. So you have these really tight shorts on, and then this floating skirt around them. I returned this item. I wanted to like it but knew that if I kept it, it would be one of those things that I never wore.
