According to the product information, the boot has "protective, water-resistant construction" ~ & can stand up to puddles.
Since 'felt' is not known for being "water proof" the best you can hope for, if you choose to give these a treatment with quality silicone shoe coatings (or a nik-wax product for fabric; study this before purchase) your feet could do OK.
Just don't go wading. Looks like the 'most water resistant area' is within an inch of the sole; where it's attached. You can improve this with a protective spray; but not one intended for leather. And try to keep them clean.
