Strange suede-like fabric, messy look overall

Nice heavy silky material, and pockets. Instructions say dry clean but if it can't be washed, out it goes, so I washed it in cold water and it was fine, except it needed ironing because I have no tumble dryer (would use cold). It's a lot of skirt to iron. I slowly cranked up the heat until it was barely steaming, which was enough to flatten the wrinkles but did not seem to hurt the material. The waist is a bit tight for the size and not adjustable.

I took this out of the bag and couldn't believe it, it looks ready for the rag bin rather than something you would donate to charity. The opening external to the v neck is just a slash in the fabric, and there are holes in the fabric along the neck edge. I really don't know how it would get thru being washed. I looked at the picture of it again very carefully and it may be intentional; I couldn't expand it enough to be sure. Maybe it is supposed to go with torn jeans...regardless I bought this as a gift for my niece and couldn't possibly give it to her. If it's supposed to look like this the description should include something that indicates that because many people, like me, would consider it defective. Obviously it is going back.
