run quite large, lightweight fabrics, NOT work pants

I wear a size 7 in Women's Wranglers, and 28 in Levi's, and, although I keep hoping, I haven't been able to find Carhartt pants small enough (in mens or womens) to fit me since about 2002 (yes, I've tried kids' sizes, too: too short and baggy). I bought size 4 in these, thought that they would shrink up a bit, but after about 6 washings in hot water & using a hot tumble-dryer on them, I can still pull them off without unzipping them. The fabrics are lightweight and the combination of the 2 layers is not any warmer than a regular pair of jeans.

These are not workpants. The fabrics are nicely soft, but would not withstand any abrasion. The rise is very short, so the beltline of the pants is low, at the hip-bones. This means that when you strap your toolbelt on over these pants, the toolbelt rides over the belt of the pants, so the double layers of belts and loops and fabric digs into your skin.
