I got it to pull over my biking tights, to be modest in the office, and it does just that. Wide, non-binding waistband holds it up well without being too tight (good over the tights’ waistband). Fabric is substantial, with plenty of give. Feels a little shorter on me than in the photo. (I’m 5’6 and it feels like a mini-skirt). I probably would not wear without tights.
