With cold wash and drying on low, I have found that the 31" inseam generally shrinks about 3/4" in length, but I don't notice any shrinkage on the width (waist, hips, or leg opening at hem). The length before washing, can vary from the stated inseam length by as much as an inch, sometimes longer and sometimes shorter. Over the years, I have washed a pair or two in hot water and dried in a hot dryer to try to shrink them, and I haven't noticed much, if any, difference.
