I knew that I was buying a cheap pair of Itasca plastic/PVC boots. They're functional, remain waterproof and are holding up to the gentle use that I use them for, which is walking through wet weedy fields and muddy riparian corridors. They have heavy lugged bottoms (not really soles) and in most circumstances offer good traction. You're not getting Muck boots, and they're not for long trekking but you're not getting ripped off either. You'll be happy with them if you just want to keep your feet dry for 3 seasons.
