Sturdy pack fits some dogs but not all

I have two border collies that fall into the recommended weight range for use of the small-size pack. I use the pack for day trips since the saddle bags are pretty small. One dog fits the pack beautifully; the other not so much, due to his very narrow chest. The chest strap is sewn too low to fit the dog well. The belly straps fit fine. The pack is well made and seems like it will be quite durable. It's already endured trips in the mountains where it's been soaking wet all day from our water-loving dogs hitting the creeks and lakes with it. It's easy to spray clean. The saddle bags are probably average in size- I wish they were a bit bigger. The other problem is the lack of enough padding on the chest strap. The small piece that comes with the pack does not extend across the chest enough to prevent some chaffing, so I've had to add some padding.
