I wanted a PacLite shell to layer over my coat or sweatshirt, depending on the weather. It isn't windproof, but that isn't really a con - I wasn't looking for windproof. However, it does seem to be windproof on the chest, just due to the extra layers of material from the three pockets. It's a little short for me, and the arms are, too, but they aren't short -- I'm just very long waisted. This coat doesn't quite cover my back when on my bike, but not bad. It packs VERY small. My biggest complaints are a) no zipper vents under the arms, which means I get hot riding and then just unzip the front, which would not work if it were raining, and b) the pockets are TINY. Like, I can't even really fit my hands in them. I feel like anything in them will fall out if I don't have them zipped closed. I wish there were an inside pocket, too. I wish it came in darker colors -- I will have this looking trashed (offwhite/greyish) in NO TIME. BUT...it is Gore-Tex PacLite, and it was a much better deal than buying a PacLite shell at retail prices.
