“Is it suppose to fit snugly or roomy?
Can fit large over a shirt or t neck or xl with room to fit over midweight fleece over base layer. Without fleece, xl would be roomy.
Doesn't appear to be designed for COLD weather but Cool temp weather. Can it be worn in winter?
This would probably work better for spring/fall weather. Whether you wear it tight or loose is more of a personal preference with this item.

Does it have any insulation lining?
It is not lined, but it’s fairly dense. I wear it to HIKE in 35-40 degree weather, with the understanding that my body will warm up to and be comfortable at 60 degrees. It would be comfortable as a jacket without hiking, but wandering farmers market or watching soccer at 50-55 degrees. So, late fall early winter depending on your temps. Its going to be my layer under a vest for snow. Its not close fitted but its not a box cut that is baggy. Hope that helps.
