Love the pocket on top, wouldn't hurt to have a zipper on the bottom so you don't have to take everything out to get to the bottom of the bag.

“The dimensions of 21x11x7" = 1617 cu. inches. Please explain how you arrived at over 2300 cu inches.”
If this was a ridged sided box 1617 cu in would be correct, but backpacks are not ridged. The backpack industry gets the volume measurement by filling the pack with small plastic balls. The balls are then poured into a cylinder and the cu in are then calculated.
The Splock 38 does not include a rain cover.
It is a convenient closure.
